Straight after the floods, the Chinese started cracking down on the so called “rumor spreaders”

The 10 cases study are as follows. When put together, the 10 case study felt like a reporting of the actual casualties:

All 10 people received administrative penalties (行政处罚). The announcement was issued around August 30–31, 2026.

Case 1 — Qiu (邱某), Changdu, Tibet
西藏昌都公安网安部门查明，网民邱某在某网络平台主观臆断、编造发布“新闻说1400人遇难，实际之前有3000人失联了”的谣言信息。
目前，属地公安机关已依法对该邱处以行政处罚。
Translation: Netizen Qiu subjectively speculated and fabricated the claim: “News said 1,400 people died; actually 3,000 people were already missing before that.”

Case 2 — Liu (刘某), Lhasa, Tibet
西藏拉萨公安网安部门查明，网民刘某在某网络平台发布“中国这边已经死亡3000多人”的谣言信息。
目前，属地公安机关已依法对该刘处以行政处罚。
Translation: Netizen Liu posted: “On the Chinese side, more than 3,000 people have already died.”

Case 3 — Tan (谭某), Lhasa, Tibet
西藏拉萨公安网安部门查明，网民谭某在某网络平台发布“日喀则吉隆口岸几千人瞬间没命了”的谣言信息。
目前，属地公安机关已依法对该谭处以行政处罚。
Translation: Netizen Tan posted: “Several thousand people at Shigatse Gyirong Port were wiped out in an instant.”

Case 4 — Zhang (张某), Lhasa, Tibet
西藏拉萨公安网安部门查明，网民张某在某网络平台发布“明明上千人冲走了，官方居然报道3人死亡，265人失踪”“工作人员近200人，建筑工人在500-600人，还有旅游人员与过关人员，至少突破一千人了”的谣言信息。
目前，属地公安机关已依法对该张处以行政处罚。
Translation: Netizen Zhang posted: “Clearly more than a thousand people were swept away, yet officials reported only 3 dead and 265 missing.” Also: “Nearly 200 staff, 500–600 construction workers, plus tourists and people crossing the border — at least over 1,000.”

Case 5 — Pan (潘某), Lhasa, Tibet
西藏拉萨公安网安部门查明，网民潘某在某网络平台发布“今天，泥石流淹没了1000多人”的谣言信息。
目前，属地公安机关已依法对该潘处以行政处罚。
Translation: Netizen Pan posted: “Today the debris flow submerged more than 1,000 people.”

Case 6 — Yi (易某), Lhasa, Tibet
西藏拉萨公安网安部门查明，网民易某在某网络平台发布“不算严重，可能死500个人左右、失踪人口可能全部都死了”的谣言信息。
目前，属地公安机关已依法对该易处以行政处罚。
Translation: Netizen Yi posted: “It’s not that serious — maybe around 500 dead, and the missing might all be dead.”

Case 7 — Zhou (周某), Xiangxi, Hunan
湖南湘西公安网安部门查明，网民周某在某短视频平台发布“广西没完，西藏又来泥石流，听说有上万人死亡，不知道真假，官方还没通告”“去年这里就泥石流死了2-30个”“几千有，这一波泥石流一个寨子就没有了，不止一千”等谣言信息。
目前，属地公安机关已依法对该周处以行政处罚。
Translation: Netizen Zhou posted on a short-video platform: “Guangxi isn’t even over and now Tibet has a debris flow. Heard there are tens of thousands dead, don’t know if true, officials haven’t announced yet.” Also: “Last year a debris flow here killed 20–30,” and “There are several thousand; this wave of debris flow wiped out an entire village, not just a thousand.”

Case 8 — Guo (国某), Hulunbuir, Inner Mongolia
内蒙古呼伦贝尔公安网安部门查明，网民国某在某视频评论区发布“起码得有上千人”的谣言信息。
目前，属地公安机关已依法对该国处以行政处罚。
Translation: Netizen Guo commented under a video: “There have to be at least a thousand people [dead/missing].”

Case 9 — Yang (杨某), Nanchang, Jiangxi
江西南昌公安网安部门查明，网民杨某在某短视频平台发布“失联人数已上升至826人，令人无比痛心！”的谣言信息。
目前，属地公安机关已依法对该杨处以行政处罚。
Translation: Netizen Yang posted on a short-video platform: “The number of missing has risen to 826 people. Heartbreaking!”

Case 10 — Yang (杨某), Chongqing
重庆公安网安部门查明，网民杨某在某短视频评论区发布吉隆口岸泥石流不实死亡人数的谣言信息。
目前，属地公安机关已依法对该杨处以行政处罚。
Translation: Netizen Yang posted in a short-video comment section “inaccurate death toll figures” for the Gyirong Port debris flow.
