Here are potential solutions:

Federal grants or a federal compute quota set aside for open source AI companies, since open source is a public good.
Treat open source as national infrastructure with tax credits, accelerated depreciation, and sovereign procurement guarantees for US open source models in defense, healthcare, finance, and energy.
Lean into the hardware-funded model. NVIDIA is doing it with Nemotron, but AMD and Intel should be funding open source too so they can optimize models for their own chips.
Stop trying to compete with frontier closed source models. Build smaller, vertical open source models for specific industries like legal, biotech, code, and defense.
Define open source AI standards so startups aren't each reinventing the foundation, which would cut their time and cost to market.
