Yet here we are in Qinzhou, Guangxi — another “once-in-a-century” flood hitting this year, with streets submerged, cars floating, and residents stranded after just hours of heavy rain.
The same script every season: massive claims of investment, grand promises of resilience, then reality floods in. Literally.
This is what happens when propaganda meets actual weather.
