The classification matters because the country imports 82% of its large power transformers, with lead times of 2 to 4 years, while 7 GW of generation projects are stalled awaiting grid connection. Three transformer factories are under construction in Texas, Alabama and Georgia, and Section 303 now authorizes DOE to make direct purchases and financial commitments to expand domestic production.
