Leaked internal documents suggest that China has moved beyond manual “troll” operations toward a fully integrated, AI-driven system for shaping online discourse abroad. During the implementation of Hong Kong’s National Security Law, this new platform reportedly analyzed 180,000 social media users, identifying thousands of “key individuals” whose data was used to guide targeted interventions across platforms, including X, Facebook, YouTube, and Telegram.
As AI lowers the cost of producing credible, context-aware content at scale, the boundary between authentic and coordinated speech is going to become increasingly difficult to discern.
