The original plan was to concentrate enough forces in a “single fist” to retake the partially occupied Zaporizhzhia region, where ZNPP is located, and then push them south to the Sea of Azov. Success required a significant, concentrated buildup of forces and tactical surprise.
Instead, he said, the forces were dispersed over a wide area, diluting their striking power. His version of how the counteroffensive deviated from the original plan was confirmed by two Western officials.
