Emmanuel Macron is calling for tariffs on China. Germany’s foreign minister yesterday rejected them. The Germans will win this battle. Germany’s dependence on China for its supply chains has been, and remains, massive. A lot of the gung-ho trade war-mongering in Europe fails to take into account that German-owned and controlled supply chains in Europe constitute some 40% of European industry. France, with its 10% share of industry in the EU, is even behind Italy, which also supports the German position on tariffs. This basic misjudgement of the scales involved is a reason why so many commentators were so shocked when Ursula von der Leyen folded in her trade talks with Trump. Until the problem of German supply chain dependence is fixed, the EU will not be able to impose big tariffs on anybody.
