He knew at the time he endorsed Trump that the mandates would be going, and he’s said repeatedly in the past that the EV subsidy should end:

“If you eliminated all EV incentives tomorrow, Tesla's competitive position would improve significantly.

I'll say that again. If you eliminated all EV tax credits, Tesla's position would improve immediately.”
