Two years after its Xinjiang report, the UN's OHCHR issues a statement calling on Beijing to "fully investigate" rights violations, "including torture."

However, the statement comes not from Volker Türk directly but from his office, and the term "crimes against humanity" which the 2022 report used is not mentioned.

Türk pursues a policy of engagement over China's "counter-terrorism" laws, hoping to get Beijing to alter its legal framework. The fundamental problem, however, is not "counter-terrorism," but Beijing's strategy of comprehensively crushing all expressions of distinct ethnic identity, coupled with an attack on the ethnic population itself.

The UN's 2022 report emphasized the mass internments but gave much less space to discussions of birth prevention and forced labor, both policies that have not only continued but apparently intensified.

In sum, the UN's approach is inadequate, and given the ongoing nature of the atrocities, it is too weak to address the continued systematic attacks against ethnic populations.
