There are 8 states that automatically send out mail-in ballots to EVERY voter:
▪️California
▪️Colorado
▪️Hawaii
▪️Nevada
▪️Oregon
▪️Utah
▪️Vermont
▪️Washington
All of them have a mechanism to defeat this (by amendment, statute, or veto), except HI & VT.
